Bakersfield City knew of danger on Luciano where child was hit by car on Monday
I KNOW that Bakersfield City had been warned about the DANGERS on Luciano of our children crossing the street and cars speeding by because my husband called and left a message that said something to the effect of what was it going to take to get stop signs there, a child getting hit?! Bakersfield City then came out and put those traffic measures out last spring and nothing came of it. Now, a child got hit amd Thank you GOD she was only scraped and bruised, but Bakersfield City NOW sets up bright green crossing signs showing a parent and child crossing on them. Will THAT stop the speeders on Luciano?

I can't understand why it took a child getting HIT BY A CAR for the city of Bakersfield to listen and take action on traffic control on Luciano by Veterans Elementary. NOW (2 days later) caution crossing signs are being put up on Luciano. But riddle me this, WILL THAT STOP THE SPEEDERS and DANGER on Luciano?

I know they, (the City), were put on notice last spring as my husband called and left a message worried about the safety of the children crossing Luciano and they came out and put those wires in the road to measure traffic (?) but nothing ever came of it until today. I am so very thankful that child is okay- bumped and bruised I heard but OK. I think bigger measures need to happen like stop signs or speed bumps and I think The City should foot the bill as they were told this would happen and did nothing until now.

So if you speed on Luciano or any other residential street knock it off- it is not cool!

Targetmama is right on!  Luciano may be the back side of the school and therefore not an "official" school zone but it is still a residential area and the speed limit is 25 mph.

Now a word to you who use Marla Ave. and Luciano as your own private speedway...the next child hit by a car being driven over the speed limit may not be so fortunate getting off with cuts and bruises, he or she may be killed...and the child may be yours!  Think about that when you turn on to either of these two streets.

Hmm...  this is a very important topic.  If anyone else is interested in chiming-in, I will post your comments in an upcoming issue.  I have never been down that street, but it sounds very dangerous.  Has anything (besides caution signs) been done in the area to slow people down?  What about a speed bump?

nope, nothing but cross walk and bright green caution signs. speed bumps and or stop signs would be nice.

Why is the city Re-Active Instead of Pro-Active? Why does it take a child being hit by a car to do something?   About a year ago I called the City of Bakersfield, and asked them to put in Stop signs on the corners of Marla Ave and Luciano St a 4-way intersection. I told the person on the phone that we needed this because people speed up and down Luciano and Marla. I also told them we needed this because children walk home from school everyday on these streets (which are both in the middle of a residential neighborhood and school zone). I said that a stop sign would make it safer for the children to cross at the corners. I was told that there had to be a specific amount of traffic for them to put in a stop sign, and they do not put in stop signs to deter speeders. This I do not understand, how does a stop sign not deter speeders? They have to stop. The city said they would put up strips to check the amount of traffic. I then asked what is it going to take to get stop signs put in, is it going to take some child being hit by a car, or even worse someone dying? They did put the traffic strips down to check the amount of traffic, and nothing happened from this. No stop signs, No cross walks, No Nothing. Well on October 1st 2008, IT HAPPENED! A child was struck crossing the street (not at the corner but at the schools exit). Now I know that a stop sign may or may not have stopped this accident, but it could have. The next day City workers were installing bright green signs to show people crossing the street. These will not slow people down, in fact if a car is parked near one you probably will not even see it. So it Took a Child being ‘Hit by a Car’ for the city to React. When the City could have been Proactive and had this done in the first place when I called. The worst part is that as Citizens, we cannot even put up stop signs at our own cost, if we do the City will take them down and then have us fined and or arrested. My children and other children cannot play in their front yards, because of the speeders, and the people who do not have to stop, to make a turn onto another street. People take the turn from all sides as if they are in NASCAR. My children have almost been hit by people not even slowing down at the intersection. I have watched the same thing happen to other neighbors children also. I know that you cannot put a Stop sign at every 4-Way intersection, but this is a 4 way intersection between 2 roads that are used by everyone in the neighborhood and one of them was set up as a main drive (Luciano St) until the city put in a concrete barrier on Olive Dr. making it only possible to turn onto Luciano, and to exit the neighborhood with a right turn only. This barrier turned Marla Ave into an even busier street. Not to mention this is the only entrance to this neighborhood from Old Farm Rd., For these reasons the 4-Way intersection of Marla Ave and Luciano St has turned into a busy intersection. So my question is… What is it going to take for the City of Bakersfield to put in a 4-Way Stop sign? Is someone going to have to get killed?
