If any of these proposals pass in this state or county,animal control is in for a rude awakening. If a person can't afford to alter their pet & now get fined for owning it,where do you think it will end up? Animal Control!!! The shelters will be overflowing.

As for paying taxes on raising puppies,talk to a CPA about that. If you do not show a profit after I belive it is 3 or 4 years,it is considered a hobby & can not be on your taxes.Now since a responsible breeder does not bree for the money & usually looses a few thousand dollars,you can't declare it on your taxes.

Also,stastics show that 70% of animals euthanized in shelters are feral cats.Hmm, how do you propose to stop that?

It is a well known fact that the animal rights agenda believes it is cruel to own & animal & would kinder if they were all dead. They doing a good job of doing it too

That's statistic is pretty much out of context for this area. Feral cats statistics vary greatly from county to county and region to region. it is not the fact here in Kern, and is not really addressed in this bill. Sounds like maybe you don't like cats?  We kill lots and lots of healthy, friendly adoptable dogs here in Kern too,  wouldn't you rather your tax dollars were spent on something else?   Also, "Animal Rights" activists are really not the majority of the ones fighting for this bill,  it is mostly Animal Control Agencies, private parties who care about animals and rescuers who spend most of their time cleaning up after other people's irresponsible behavior.

Anon, there are many alternatives that I support such as funding low-cost S/N programs,  public education, enforcement  but finding proper venues to voice alternatives has been far and few between for those of us that oppose this Bill. Again, as already stated in another reply, at the age of four months where do you take the many working dogs to prove they will become working dogs in their craft? Who will be the recognized governing agency or organization for each craft? I can already see a fight coming over that!!! Who's hand will be in our pockets? The responsible owners will pay more for our licensing fees and responsible breeders will pay more for their permits. I am not against S/N for the dogs that come into the shelters or lines that have defects but the term "Mandatory S/N for all dogs and cats at the age of four months" is just "Wrong"!!! I don't mind paying a fair price for anything I own but to be robbed is another thing...not just monetary but my rights also. I already pay a higher premium for my home owner's insurance due to the California breed list that includes five breeds. The Pit Bull Terrier, Chow, Rott's, Dobbie's and German Shepards. I owned a Neutered Dobi and he was actually the sweetest dog I have ever owned but I was forced to purchase a higher priced policy due to his breed and now that he has passed away I continue to keep that policy just because they are very hard to get these days and I don't even have a breed on that list but I may someday in the future so I pay that price now. I know  AB 1634 and get the amendments almost every morning, it continues to get bounced around because even the Assembly Committee is unsure of this bill in its current proposal.  I agree with luv4dogs, the fallout from a Mandatory S/N Law will have a huge negative impact not only the uncaring people getting rid of their animals so they don't have to pay the fees, which will bring an on-slot of slaughtering, but in the entire animal industry in sales from collars to feedlots that will be, again, passed on to us law abiding owners and consumers.  Sincerely, Stacy Reichert
